A Pisgah man charged with attempted murder earlier this week is now facing a murder charge. The charge was upgraded after the victim died on Thursday.

After an arrest warrant was obtained, Chief Deputy Rocky Harnen said Billy Dwight Carter, 32 of Pisgah, surrendered himself at the Jackson County Jail at 6:30 p.m. on Thursday.

Carter is accused of shooting James Jeremy Owens, 40 of Stevenson, last Saturday night. Sheriff deputies, along with officers from Stevenson Police Department and Hollywood Police Department responded to the call on County Road 287 in Stevenson.

Once there, authorities found Owens with one or more gunshot wounds, said Harnen.

“He was able to identify the person who shot him,” added Harnen.

Owens was airlifted to Erlanger Hospital in Chattanooga, Tennessee, where he later died.

After turning himself in Thursday, Carter was released a few hours later on a $250,000 bond.
